Why is the weather forecast so bad?

I don't get it. Quite often the weather forecast is not able to predict the weather even for the following day... just take the last two days:
- One evening the forecast for Hamburg, Germany said: it's very cold and therfore there will be no snowfall at all. And what happend? It was not that cold (about 4 degrees minus) and it snowed a lot.
- The other evening the forecast said: it will be snowing all the day. And what? No snow for today yet. Absolutely nothing. Not one single snowflake.
I experienced that a lot... sure, the overall trend is correct... but do they need multimillion Euro computers to predict that?
Is the forecast as bad in your country?
